Susie Bilbro advises clients across a range of industries on all aspects of employee benefit plans, including design, structure, implementation, administration and termination of retirement and health and welfare benefit plans. Susie counsels both public and private clients on a variety of employee welfare and retirement plan issues that arise in day-to-day administration, as well as those in connection with corporate transactions.
In her practice, Susie collaborates with human resources teams, in-house counsel, and other benefits professionals to navigate complex federal and state government regulation as it intersects with a variety of employee benefits plans, including:
- Health and other welfare plans (including ERISA, Patient Protection, Affordable Care Act (ACA), COBRA, Internal Revenue Code and HIPAA issues).
- Cafeteria plans (including health and dependent care flexible spending accounts).
- Health savings accounts (HSAs) and health reimbursement accounts (HRAs).
- Wellness programs.
In addition, Susie prepares submissions to the IRS and Department of Labor on behalf of clients for qualified retirement and welfare benefit plans, to ensure compliance with applicable laws, to make corrections to plan document and/or fiduciary errors, and to respond to governmental inquiries or penalty assessments. Susie also has experience advising clients on executive compensation arrangements.
