Bass, Berry & Sims attorney Stephen Jasper will be speaking at COST’s 56th Annual Meeting, taking place September 16–19. He will join Breen Schiller of Greenberg Traurig and a guest speaker from Baker Tilly for a panel discussion on Thursday, September 18, from 10:10–11:00 AM.

The session will address the challenges taxpayers face as more states implement market-based sourcing and specialized apportionment formulas. Panelists will examine how inconsistencies in rules, limited access to data, and revenue classification issues can result in distorted apportionment outcomes that do not accurately reflect in-state activity. The discussion will also cover when alternative apportionment methods may be appropriate, the procedural complexities involved, and the ways states approach evaluating these requests.
