Bass, Berry & Sims attorney Mark Mamantov spoke to the Jefferson County Industrial Development Board (IDB) and county residents about ways counties can use tax increment financing (TIF) for development projects. A recap of Mark’s presentation was provided in the February 20, 2018, issue of The Standard Banner. Mark also discussed the differences between TIFs and payment in lieu of taxes (PILOT) funding. According to Mark, “A developer can propose a TIF for an ‘anchor-type facility’ that could stimulate development of an entire area where the surrounding properties are owned by other parties.”
