Overman who has lateraled to the firm as a member to serve as chair of the practice area. Overman is the most recent addition to join the firm’s Washington, D.C. office, which opened in January 2012.

About Todd R. Overman
Overman has more than a decade of experience advising companies on the unique aspects of doing business with the federal government. In this regard, his practice includes a combination of regulatory and compliance advice, transactional issues, and dispute resolution. Overman focuses on the aerospace, defense, government services, healthcare and life science industries.
Overman’s transactional practice focuses on advising buyers and sellers of government contractors in complex business transactions including mergers, stock and asset acquisitions and dispositions, joint ventures, and securities offerings. Overman’s regulatory and compliance practice encompasses counseling on all aspects of government contracts law, but he has developed particular focus in corporate compliance programs, General Services Administration (GSA) and Veterans Administration (VA) Federal Supply Schedule programs, and small business issues. His dispute resolution practice includes litigating and mediating government contractor claims, bid protests, and size protests.
Prior to joining Bass, Berry & Sims, Overman was a partner at a leading global law firm, and prior to entering private practice, served as a law clerk for The Honorable Loren A. Smith of the U.S. Court of Federal Claims. He received his law degree from Vanderbilt University and his undergraduate degree from Duke University.
