Bass, Berry & Sims member Denise Barnes will serve as a panelist for the Qui Tam Section virtual roundtable webinar “FCA Liability for Non-Monetary Harms” on October 15, 2025.

The webinar will examine False Claims Act liability and damages issues arising when government funding recipients fail to comply with program conditions tied to broader public policy objectives rather than direct financial benefit to the government. The discussion will explore topics including government grants and loans, set-aside funding programs, housing and environmental regulations, pandemic relief funding, and other regulatory requirements that may give rise to FCA exposure.

Panelists will address key questions surrounding how these claims are proven, how damages may be calculated where there is no clear fiscal loss to the government, and whether FCA liability may still arise when loans are repaid despite alleged noncompliance with regulatory conditions.

Hosted by the Qui Tam Section, the 90-minute program will take place virtually from 12:00 to 1:30 p.m. ET.
