Primary Care Providers Win Challenge of CMS Interpretation of Enhanced Payment Law

With the help and support of the Tennessee Medical Association, 21 Tennessee physicians of underserved communities joined together and retained Bass, Berry & Sims to file suit against the Centers for Medicare & Medicaid Services to stop improper collection efforts. Our team, led by David King, was successful in halting efforts to recoup TennCare payments that were used legitimately to expand services in communities that needed them. Read more

Justin Starling has been actively involved in more than $10 billion in financings and $2.5 billion in real estate acquisitions, dispositions, and development and redevelopment projects. Justin advises clients on complex commercial real estate and financial transactions, including representing a number of regional and national publicly traded real estate investment trusts (REITs). Formerly a senior planner for the City of Jackson, Mississippi Department of Planning and Development, Justin also has significant experience in land development and zoning issues.

Working with real estate developers and investors and borrowers and lenders, Justin's practice involves:

  • Real Estate – Advising on the acquisition, financing, development, and sale of commercial properties; experience with redevelopment projects, including public/private partnerships; experience with real estate joint ventures.
  • Commercial Finance – Advising on structuring real estate and other asset-based loan transactions; experience in CMBS loans and syndicated credit facilities.
  • Economic Incentives – Advising on property tax abatement, tax increment financing (TIF), and other governmental incentives.

Drawing upon his experience in urban planning, Justin is a valuable resource to the firm's real estate group on title, survey, and land use issues. Justin also has experience in real estate transactions that involve multiple sources of capital, including equity, debt, government grants, economic incentives, and federal tax credits.
