Bass, Berry & Sims attorney Jeff Oldham discussed the benefits of a tax increment financing (TIF) plan that Manchester and Coffee County officials are considering in support of a retail development in Manchester, Tennessee. The developers are requesting TIF approval from the City and the County through the Industrial Development Board to pay approximately $4 million of public infrastructure costs, such as road and traffic improvement work to support the development. Jeff spoke to City and County officials to explain the mechanics of the TIF financing and the procedure to approve the TIF financing plan.
