Bass, Berry & Sims attorney Brant Phillips commented on the effect increased consumer-oriented factors are having on certificate of need (CON) applications within Tennessee. As quoted in the article, Brant notes that recent CON activity in urban areas around the state "'is a function, in part, of the increased focus on the consumer/patient in the delivery of health care.'"
