Mamantov and Wray Named to American College of Bond Counsel


Nashville, Tenn., October 6, 2009 – Mark Mamantov and Charles Wray, members at the law firm of Bass, Berry & Sims PLC, have been named as fellows to the American College of Bond Counsel.

Formed in 1995, the American College of Bond Counsel was established to recognize attorneys with reputations among their peers for their skill, experience and high standards of professional and ethical conduct in the practice of bond law.

Mamantov is a founding member and the administrator of the firm's Knoxville office. His practice is primarily transactional, with a special emphasis on tax-exempt finance. He graduated in 1981 from the University of Tennessee, where he was elected to Phi Beta Kappa. He graduated from the University of Virginia School of Law in 1984. In law school, Mamantov served as articles editor of the Virginia Law Review and was selected for the Order of the Coif. Immediately following law school, he clerked for Judge Boyce F. Martin on the United States Court of Appeals for the Sixth Circuit. He then joined the Knoxville office of Hunton & Williams, where he was an associate until 1990. Mamantov is listed in The Best Lawyers in America®. Business Tennessee magazine has named him one of the best lawyers in the state of Tennessee every year since 2004, and recognized him as one of Tennessee’s 101 leaders in commercial real estate since 2007.

Wray is the past-chair of the firm's Public Finance Practice Area in Nashville. For almost 25 years, his practice has been primarily devoted to tax-exempt finance, but he also handles real estate and other commercial transactions. He graduated in 1966 from Amherst College and in 1969 magna cum laude from Harvard Law School. He joined Bass, Berry & Sims PLC immediately following graduation and has spent his entire career there. He is listed in The Best Lawyers in America® and has been named one of the best lawyers in the state by Business Tennessee magazine since 2004 for public finance law. Mr. Wray has formerly served as president of Alive Hospice, Inc., the largest hospice organization in the state of Tennessee, as president of Samaritans, Inc., an alcohol and drug recovery program, and as Mayor of the City of Oak Hill, Tennessee. He currently serves as a board member of the Tennessee Chapter of The Nature Conservancy. He has on various occasions served as a panelist at the Bond Attorney's Workshop of the National Association of Bond Lawyers.
